CHARLES J. “CHUCK” WINN’S BACKGROUND
Chuck is a retired Army Colonel. His 32-year career included 10 years of strategic planning at the national level in the Pentagon and Korea, four years as an associate professor at Tuskegee University, and four years of installation master planning. Chuck began as a Private, served briefly as a sergeant, and then was commissioned as an infantry second lieutenant from officer candidate school. He served in Vietnam advising irregular tactical units, and later an assistant intelligence and security officer in a combat aviation battalion. After leaving active duty he remained in the National Guard while earning a degree on the GI Bill. Chuck held a range of infantry command, tactical intelligence and operational staff assignments. In 1983 returned to active duty as an Associate Professor of Military Science at Tuskegee University, Alabama. His senior level strategic planning assignments included the Headquarters, Dept of the Army Staff developing combat unit training strategies, force readiness policies and legislation. Later, in the Office of the Secretary of Defense (OSD), Chuck represented OSD on the Interagency Working Group for Combating Domestic Terrorism Involving Weapons of Mass Destruction (WMD); and on a Deputy Secretary of Defense task force that developed the organization for defending against domestic WMD terrorist attacks established by Presidential Decision Directive 62. From 1998 until 2000, he was a senior war planner with the U.S. Forces Korea Headquarters in Seoul. He retired in December, 2000.
Chuck holds a B.A. in Political Science and History from Rhode Island College and an M.S. in Management from Troy University. His military education includes the U.S. Army’s Airborne School, Infantry, Signal and Engineer Officers Advanced Courses, the Command and General Staff College, and the U.S. Army War College. Chuck was also inducted into the Phi Alpha Theta Historical Honor Society and the U.S. Army’s Officer Candidate School Hall of Fame . He is also a member of the Tuskegee University Chapter of Alpha Phi Omega Fraternity.
For the past 25 years, Chuck has lived in Martin County with his wife, the former Lynn Scott. Lynn was born in Pittsburgh before her family moved to Elkins, West Virginia, where she graduated from high school. After earning a B.A. cum laude from Fairmont State University, Lynn began her professional career in Washington DC with the National Governors Association. She later became a Vice President of a national insurance trade association. They met in Washington, DC in 1992, shortly after Chuck began his assignment to the Pentagon. A year later, they were married at the First Presbyterian Church in North River Shores, just around the corner where they now live.
Over the past 20 years Chuck has been active in numerous civic and community activities including: 2026 Master of Ceremonies for the Martin Co. Black Initiatives Florida Emancipation Day Observance; Establishing 2 IRSC Foundation Scholarships for Nursing and Health Sciences; Advocacy for Martin County joining the majority of our state’s counties to fully implement the FL School Guardian Program; Advocacy to protect Martin County’s home rule by withdrawing from the Seven-50 Initiative; Coaching veterans on resume preparation and interviewing skills at local job fairs;
Guest hosting “the Justice Hour” radio programs addressing national, state and local issues; and 20 years of legislative advocacy in coordination with over a dozen professional military and veterans’ organizations.
Chuck is a member of the Veterans of Foreign Wars, American Legion, U.S. Army OCS Alumni Association, Association of the U.S. Army, National Guard Association of the Uni, 82nd Airborne Division Association, Non Commissioned Officers Association, Military Officers Association of America, Vietnam Veterans of America Chapter 1041, Korea Defense Veterans Association, U.S. Army War College Alumni Association, Rhode Island College Alumni Association, Troy University Alumni Association, Reserve Association of America; a former 17-year member of the Martin County Republican Executive Committee; and an 8 Year Honorary Member Florida Sheriff’s Association
